Data protection laws in Belarus

The fundamental legal act regulating personal data protection in Belarus is the Law on Personal Data Protection of 7 May 2021 No. 99-Z which entered into force on 15 November 2021 (Data Protection Law). It is the first Belarusian legal act intended specifically for regulation of personal data protection issues.

It worth to take into consideration that the draft amendments to Data Protection Law are planned to be submitted  for consideration to the Council of Ministers in August 2026. The draft as of February 2026 remains unpublished. However, the topics to be addressed in the new edition have been discussed publicly, namely video surveillance, audio recording, artificial intelligence,  pre-employment relations, outsourcing of data processing, and data processing within holding companies. It is expected that the amendments will not tighten the rules, but will instead focus on clarifying the regulation in the mentioned areas.
